Some four weeks previously I had written to Mr. Grieve informing him that a senior Police officer in Thames Valley Police had lied in his evidence to the Hutton Inquiry.<br />
<br />
The officer who lied to the Hutton Inquiry was then Assistant Chief Constable Michael Page of Thames Valley Police.<br />
<br />
Mr. Grieve did not disclose the existence of that information to the House of Commons.<br />
<br />
In his "never mind the quality feel the width" speech to the House of Commons Mr. Grieve cited a bundle of documents as supporting his dishonest conclusion that there was no basis on which the High Court could order a new inquest into the death of Dr. David Kelly.<br />
<br />
The document bundle was removed from the website of the Attorney General's Office some time ago.<br />

The matters raised with Ms. Cerfontyne relate to Thames Valley Police's concealment of the true cause of Dr. David Kelly's death. <br />
<br />
Both Chief Constable Thornton and Deputy Chief Constable Habgood, in my opinion, are corrupt Police officers.<br />
<br />
You will see that I have asked the IPCC to investigate whether Mr. Stansfeld's conduct constitutes one or more criminal offences.<br />
<br />
The IPCC has many ongoing failings. I hope that in this situation it complies with its duty in Law.<br />

and that you require respectively the Thames Valley Police and Crime

and refer to the IPCC allegations that, respectively, Chief Constable Sara
Thornton and Deputy Chief Constable Francis Habgood perverted the course of
justice with respect to the suspected murder of Dr. David Kelly.</div>

On 25<sup>th</sup> May 2013 I wrote to Anthony Stansfeld,
Thames Valley Police and Crime Commissioner with respect to an allegation that
Chief Constable Sara Thornton had perverted the course of justice with respect
to a suspected murder.</div>

<div class="MsoNormal">
The suspected murder had the Thames Valley Police Unique
Reference Number 514 of 28<sup>th</sup> October 2010.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
The letter of 25<sup>th</sup> May 2013 was also addressed to
an Assistant Chief Constable in Thames Valley Police and to the head of
Professional Standards in Thames Valley Police with respect to alleged perversion
of the course of justice by Deputy Chief Constable Francis Habgood.</div>

Given the IPCC letter of 23<sup>rd</sup> September 2013, it
seems certain that the IPCC has a copy of that letter.</div>
<div class="MsoNormal">

<div class="MsoNormal">
<b style="mso-bidi-font-weight: normal;"><u>The matters are
“conduct matters”</u></b></div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
In Law the allegations regarding Chief Constable Thornton
and Deputy Chief Constable Habgood are “conduct matters”.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
Further, according to the IPCC Statutory Guidance, conduct
matters which relate to perversion of the course of justice are subject to
mandatory referral.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
In other words the Law requires that these matters be
formally recorded and that they be referred to the IPCC for investigation.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
Neither the Thames Valley Police and Crime Commissioner nor
Thames Valley Police have complied with the requirements of the Law.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
I ask that you now use the powers available to you and
require them to do so.</div>

Stansfeld’s conduct criminal?</u></b></div>

Anthony Stansfeld has, so it seems to me, concealed perversion
of the course of justice by Chief Constable Sara Thornton.</div>

Given that my letter of 8<sup>th</sup> July 2013 spells out
the applicable Law, it seems to me that there is no doubt that Mr. Stansfeld
was informed of the requirments of the Law.</div>

It seems to me to be the case that Mr. Stansfeld
premeditatedly concealed alleged perversion of the course of justice by Chief
Constable Thornton.</div>

I ask that the IPCC ensure that a criminal investigation
takes place into Mr. Stansfeld’s conduct.</div>

I ask that in such a criminal investigation that particular
attention be paid to the question of whether or not Mr. Stansfeld acted on his
own or had any contact with Detective Chief Superintendent Nikki Ross of Thames
Valley Police and/or Deputy Commissioner Craig Mackey of the Metropolitan Police
Service with respect to possible conpspiracy to pervert the course of justice.</div>

I did so on the basis of my examination of the postmortem and toxicology reports released on 22nd October 2010 by the Ministry of Justice.<br />

Thames Valley Police allocated the Unique Reference Number 514 of 28th October 2010. <br />
<br />
Subsequently both I and the late Brian Spencer wrote to Thames Valley Police on that and related matters.<br />
<br />
At no time since 28th October 2010 has Thames Valley Police taken a statement from me with respect to URN 514 of 28th October 2010.<br />
<br />
In light of the extensive correspondence with Chief Constable Sara Thornton, Deputy Chief Constable Francis Habgood and Assistant Chief Constable Helen Ball and their failures to act as I believed honest and competent Police officers had a duty to act I concluded that these officers had jointly and severally perverted the course of justice.<br />
<br />

studied the postmortem and toxicology reports released by the Ministry of
Justice on 22<sup>nd</sup> October 2010.</div>

At no time since I reported the suspected murder has Thames
Valley Police taken even the elementary step of taking a formal statement from
me.</div>

On multiple occasions I wrote to Chief Constable Thornton,
Deputy Chief Constable Habgood and Assistant Chief Constable Ball asking them
to investigate and providing further information about the need to do so.</div>

On 25<sup>th</sup> May 2013 (copy enclosed) I wrote a letter
jointly to the Thames Valley Police and Crime Commissioner and others asking
Mr. Stansfeld to have an independent Police force investigate the alleged
perversion of the course of justice by Chief Constable Thornton.</div>

At that time I did not appreciate that referral to the IPCC
was the course required by Law. However, Mr. Stansfeld failed, so far as I’m
aware, to take any meaningful action in response to my letter, failing even to
send me an acknowledgement.</div>

On 8<sup>th</sup> July 2013 (copy enclosed) I wrote again to
the Thames Valley Police and Crime Commissioner asking him to refer the matter
of the alleged perversion of the course of justice by Chief Constable Thornton
to the Independent Police Complaints Commission.</div>

In that letter I set out the basis in Law which required him

This depends very much on the textbook.<br /><br />In a textbook of physical pathology, Dr Kelly's injuries might well provide an exemplar of a suicide by wrist-cutting. But from a psychiatric epidemiological perspective, a different picture presents itself.<br /><br />Wrist-cutting is such an unusual form of suicide that it is not recorded separately in national statistics, but is lumped together with other uncommon suicide methods involving self-stabbing.<br /><br />In men of Dr Kelly's age in the UK who kill themselves, less than 3 per cent do so by using any sort of sharp implement. A much smaller number will therefore have actually cut their wrists. So, the physical pathological findings might be typical, but typical of a rare event.<br /><br />Of course, Dr Kelly's death may still indeed have been a suicide. But, compared with most suicides, his case is neither representative nor characteristic. See <a href="http://www.guardian.co.uk/politics/2003/aug/02/davidkelly.comment">Fair and exact</a>.<br /><br />Such innocence.<br /><br />My considered view of the Hutton Inquiry is that it had two purposes:<br /><br /><ol><br /><li>To conceal the political murder of Dr. David Kelly</li><br /><li>To conceal a criminal conspiracy within the higher echelons of the Blair Government to conduct military action in Iraq, contrary to UK Law</li><br /></ol><br /><br />In concealing these criminal actions, I believe Lord Hutton will, in time, be added to an odious list of corrupt senior judges, not least the late Lord Chief Justice, Lord Widgery.<br /><br />Lord Widgery you may recall covered up the murders of innocent civilians on Bloody Sunday by members of the 1st Battalion of the Parachute Regiment.<br /><br />Brian Hutton also played his part.<br /><br />He was counsel for the Ministry of Defence at the inquest into the Bloody Sunday murders.<br /><br />Mr. Hutton (as he then was) was not at all pleased when the Inquest correctly identified the deaths on Bloody Sunday as murder.<br /><br />Mr. Hutton expressed his displeasure in these terms:<br /><br /><blockquote>It is not for you or the jury to express such wide-ranging views, particularly when a most eminent judge has spent 20 days hearing evidence and come to a very different conclusion</blockquote><br /><br />In 1972 Brian Hutton wanted to conceal 14 murders which were politically embarrassing to the British State.<br /><br />In 2003 Brian Hutton (by then Lord Hutton) again attempted to conceal a murder politically embarrassing to the British State. Vanezis said the lack of large amounts of blood in the wood where Kelly was discovered could also be easily explained: "It was outside – it could have gone into the soil."<br /></blockquote><br /><br />Dr. Shepherd also played a significant part in the Operation Paget investigation. <br /><br />Lord Stevens describes a team of the "finest independent experts" and goes on to thank two experts in particular, one of whom is Dr. Shepherd. Lord Stevens describes Dr. Shepherd as follows,<br /><br /><blockquote>Dr Richard SHEPHERD, is a Consultant Forensic Pathologist and Home Office Pathologist. He has given me his expert opinion on the medical condition and injuries of the Princess of Wales, Dodi Al Fayed and Henri Paul following the collision.</blockquote><br /><br />See page 4 of the abbreviated Report of Operation Paget here: <a href="http://www.direct.gov.uk/prod_consum_dg/groups/dg_digitalassets/@dg/@en/documents/digitalasset/dg_065106.pdf">The Operation Paget inquiry report into the allegation of conspiracy to murder (Overview report)</a>.<br /><br />In my own mind I'm clear that Dr. Shepherd's evidence about the death of Dr. Kelly is seriously deficient.<br /><br />I also believe that the deficiencies in Dr. Shepherd's evidence are likely to be wilful deficiencies.<br /><br />In other words, Dr. Shepherd provided unwarranted support and credibility for an unsafe conclusion of Dr. Nicholas Hunt.<br /><br />The effect of Dr. Shepherd's actions, in my view, are to conceal the murder of David Kelly.<br /><br />The question now forming in my mind is whether Dr. Shepherd's actions with respect to the death of David Kelly are are the first occasion in which he has acted in that way.<br /><br />That's a question I propose to look into more closely when time allows.<br /><br />Interestingly, another forensic scientist is singled out for thanks on page 4 of the abbreviated Report for Operation Paget - Professor Robert Forrest.<br /><br />The same Professor Robert Forrest who in a Conspiracy Files programme made reassuring noises about the death of David Kelly along these lines:<br /><br /><blockquote>The concentrations in Dr Kelly’s blood are on the low side. We normally see higher concentrations than that in a person who has died of an overdose of co-proxamol. But if you’ve got heart disease – and if there is something else going on like blood loss, then all three of those are going to act together. The overdose of co-proxamol, the heart disease and the blood loss.<br /><br />I’ve got no doubt that the cause of Dr Kelly’s death was a combination of blood loss, heart disease and overdose of co-proxamol. Not necessarily in that order. If I was going to put it in order I’d put the overdose of co-proxamol first. An hour or so later it was in a different position. The evidence indicates that the body was moved by person or persons unknown.<br /><br />It seems to me that any rational consideration of this important matter, in all the circumstances, must lead an honest Attorney General to acknowledge that an inquest might return a different verdict.<br /><br />Such an assessment would lead to an application to the High Court seeking an Order that an inquest be held into the suspicious death of Dr. Kelly.<br /><br />You are aware that I have been severely critical of your handling of the Section 13 application initially lodged by Dr. Stephen Frost and colleagues.<br /><br />I view your consideration of Dr. Frost’s Section 13 application as having been deficient and dishonest.<br /><br />Those causes for concern were obvious to me during your statement to the House of Commons on 9th June 2011.<br /><br />On 12th June 2011 I invited you to resign as Attorney General.<br /><br />I again suggest that you consider your position.<br /><br />Given the serious implications for your political and legal career it occurs to me that you may wish to “tough it out”.<br /><br />In that eventuality, it is my considered opinion that, given what I believe to be the biased and dishonest assessment you carried out in response to Dr. Frost’s Application, it is highly questionable whether you can fairly conduct an independent review of this present Application in the manner which an honest Attorney General has a duty to do in the public interest.<br /><br />You may also wish carefully to consider the implications for your credibility as Attorney General of your concealing the serious questions put to you by me on 13th May 2011 about the veracity of ACC Page at the Hutton Inquiry. It's about a change in the Blogger interface that is making a mess of my recent posts.<br /><br />With effect from a couple of days or so ago Blogger imposed a new editing interface.<br /><br />That interface strips out all whitespace between paragraphs, making the text just one long stream of text. On screen a long post - even a fairly short post - becomes <span style="font-style:italic;">much</span> more difficult to read.<br /><br />I've found a way to switch back to the old interface. But how long will that be available?<br /><br />Hopefully Blogger will fix the whitespace problem.<br /><br />Like Microsoft in the bad old days there is nobody to complain to about the Blogger editor problem. The latter, quite understandably, wanted to cover his back.<br /><br />So far as I can trace the correspondence has still not been disclosed.<br /><br />I wish I'd been clever (or alert) enough two years ago to ask these questions.<br /><br />But better late than never, I guess.<br /><br />I guess the process could take a couple of years to progress through Internal Review, the Information Commissioner etc.<br /><br /><blockquote><br />This is a Freedom of Information Request.<br /> <br />I wish to ask for a copy of the following documents:<br /> <br />1.
